The objective of this article is to reveal the beginning of Uruguayan foreign policy with a view to future analysis of this new government administration that began on March 1st, 2020. Based on that objective, the paper takes up the definition of foreign policy of the Argentine internationalist Roberto Russell, in order to formalize dimensions, plans and recipients of the messages and decisions. Specifically, in the first instance, it analyzes the national political system from the results of the 2019 national elections and the formation of the new Council of Ministers, including the brief programmatic agreement on foreign policy of the political parties that formed the coalition that accompanies the President Luis Lacalle Pou. Secondly, decisions are analyzed from the political-diplomatic, economic and military-strategic thematic dimensions, from their projection at the national, bilateral and multilateral levels, and from domestic, external and international recipients. Also, the article provides some reflections on the conformation of the international public agenda of the new government.
