Abstract

This work focuses on the prevailing crisis of the International System from a historical perspective. With this, it seeks to establish analytical guidelines that allow us to think about the device through which to facilitate a systemic restructuring that does not harm the lower-ranking states. It is proposed to analyze the potentialities of Parliamentary Diplomacy, particularly linked to the legitimacy of origin that deputies have, and their capacity or ability to link their action to their electoral base and their expectations.
