During the last few years, the study of public policies has increased, specifically with respect to the constituent phases of implementation, however, beyond reaching a consensus, in reality, multiple definitions and research approaches have been generated, which has made the implementation of policies an imprecise area, therefore, this article aims to analyze the evolution of the study of public policies, on the one hand and to identify the variables that are related to the effectiveness of their implementation, on the other. It concludes with an analysis proposal that demarcates agreements, interactions and instruments as the main explanatory variables.
