The article proposes an approach to the governmental management model based on the Open Government (OG) paradigm, particularly to one of its guiding principles, transparency, based on a comparative approach to the experiences of its implementation in the Buenos Aires metropolitan area in recent years. Specifically, through the construction of an index based on the analysis of four main dimensions: a) availability of official websites of local governments; b) passive openness of information; c) active openness of information; d) regulatory framework, the aim is to account for the policies of transparency and openness of public data developed in the 24 municipalities of Buenos Aires. The analysis is accompanied by the exam of the likely structural causes leading to the applied model. The results and findings of the preliminary application of the index seek to make a contribution to the expert knowledge of the AG management model in local governments. The article is based on the author's research practice in Political Science degree at the University of Buenos Aires, articulated with her professional work in the Municipality of Quilmes.
