The actual global context is characterized by plurality of international actors, acceleration of technical and productive progress and increasing interdependence between the territories of different parts of the world. This promotes the internationalization of actors that often couldn’t participate in the global system such as the local governments. Based on the internationalization opportunities offered by the new global environment some of thisgovernments started to develop local strategies that constituted what is called a Sub-state International Policy. The objective of this paper is to analyze the implementation of the International Policy of the Municipality of Tandil (Buenos Aires, Argentina), and specifically its participation in Mercociudades Network, and show how this has contributed to local development strategies.
